Deuxième échevine de la commune de Steinfort

C’est le 21 octobre 2021 que Marianne Dublin-Felten (LSAP) a prêté entre les mains de la ministre de l'Intérieur, Taina Bofferding, le serment en tant que 2e échevine. Elle a ainsi repris la place de Sammy Wagner, devenu bourgmestre, au collège échevinal. Depuis lors, notre échevine est en charge des ressorts suivants : participation citoyenne, vie associative et bénévolat, culture et tourisme, Maison Relais, ainsi que la cohésion sociale, qui comprend l'égalité des chances, la diversité et la jeunesse.

Avec près de 6.000 habitants, la commune de Steinfort fait partie des 85 communes luxembourgeoises à 2 échevin.ne.s. Le collège des bourgmestre et échevins constitue l'organe d’exécution et d’administration journalière de la commune. Ce sont les conseiller.ère.s communaux qui désignent les échevin.ne.s. Les séances du collège échevinal sont présidées par le bourgmestre et ne sont pas ouvertes au public. Employée de banque qualifiée, notre échevine est très engagée envers notre commune.

Après la présentation d'Andy Gilberts, 1er échevin, il est maintenant grand temps de faire connaissance avec notre 2e échevine, Marianne Dublin-Felten.

Décrivez-vous en quelques mots :

J’ai grandi à Hagen et je m’implique depuis des années dans la vie de notre magnifique commune, ceci avec beaucoup d'enthousiasme et d’ardeur. J’aime passer du temps avec notre chien à faire de longues promenades dans la nature, aller au gymnase quand j’ai le temps et j’adore photographier. Je suis serviable et ouverte d’esprit, je m'investis corps et âme et je peux m'y tenir quand je remarque que quelque chose n'avance pas comme il faudrait. Les injustices sont un « No Go » absolu pour moi. Je préfère écouter plutôt que de prendre la parole, en écoutant j'apprends et peux aussi reconnaître où se situe le problème.

Je suis mariée et mère de trois garçons adultes.

Quelle est la différence entre votre quotidien à la banque et votre quotidien à la commune ?

Ceci n’est pas une question facile pour moi, comme je suis au service des gens aussi bien à la banque qu’à la commune. A la banque, je conseille le/la client.e individuellement, écoute ses besoins et essaie d'agir selon la meilleure connaissance et conscience. Ce que je fais également à la commune, à la différence que je garde à l'esprit les besoins de TOUS.TES les citoyen.ne.s.

Selon vous, quel rôle joue la participation citoyenne dans le façonnement de la vie de la commune ?

La participation citoyenne joue un rôle majeur : il s'agit de favoriser le vivre-ensemble social, de rassembler des personnes de tous horizons, d'écouter les citoyen.ne.s et de les motiver à participer.

Chacun.e doit à nouveau avoir envie de retrouver ses droits démocratiques : jeunes, moins jeunes, hommes, femmes, de nationalités différentes, chacun.e a sa place dans notre commune. Pour l'avenir de notre société, nous avons besoin de participation, de solidarité et de tolérance.

Que signifie pour vous l'égalité des chances ? Comment est-elle concrètement mise en œuvre au sein de notre commue ?

Pour moi, l'égalité des chances signifie : chaque individu dispose des mêmes chances, droits et opportunités pour faire quelque chose de sa vie. Toutes les nationalités sont le bienvenu chez nous, nous tenons compte des différents besoins culturels et religieux dans nos décisions, ainsi que des besoins spécifiques pouvant être engendrés par une éventuelle déficience mentale ou physique. Les hommes et les femmes, comme toutes les autres identités de genre, sont traité.e.s de manière égale dans nos décisions politiques. Nous visons à établir une accessibilité générale.

En tant que commune de Steinfort, nous avons décidé d'élaborer ensemble avec nos concitoyen.ne.s un plan d'action communal transversal, dont les thèmes phares sont la jeunesse, les seniors, l’intégration et l'égalité des chances. Tous.tes les habitant.e.s de la commune ont pu y participer. La commune a également signé le Pakt vum Zesummeliewen (ndlr. pacte du vivre-ensemble) en 2022. Avec cela, une étape importante a été franchie pour améliorer l'intégration de tous.tes nos citoyen.ne.s.

Le besoin d'une maison citoyenne, d'un « tiers-lieu », s’est cristallisé. C’est ensemble avec tous.tes les intéressé.e.s de la commune que le tiers-lieu Al Schoul (ndlr. ancienne école) devra être créée, un lieu où l’on peut se rencontrer et s’échanger.

Ce projet me tient particulièrement à cœur et je suis personnellement convaincue qu'il permettra de fédérer davantage les habitant.e.s de la commune de Steinfort et que de nombreuses synergies y naîtront. Dans une première phase, un café et une bibliothèque y seront installés favorisant le vivre-ensemble. Ces lieux offriront la possibilité d'élaborer de nouvelles initiatives en collaboration avec nos citoyen.ne.s : cela devrait se transformer en un concept inclusif, intergénérationnel, durable et multiculturel avec entre autres Café des langues, rencontres seniors, rencontres jeunes, Repair-Café, café des langues pour enfants, lectures, brunchs dominicaux, formations, et bien plus encore favorisant la promotion de l’égalité des chances.

L'Epicerie Sociale et notre friperie locale Wullmaus, qui fonctionne depuis longtemps tous les samedis avec de nombreux.ses bénévoles et où tout le monde est le.la bienvenu.e, y trouveront également leur place. Dans une seconde phase, un bureau pour les consultations, une cuisine pour cuisiner ensemble et des salles de réunion supplémentaires y seront créés. L'égalité des chances, la diversité, l'inclusion et la communication devraient être les piliers de cette « place to be » (ndlr. l’endroit où il faut être).

Pourquoi est-il important que Steinfort, en tant que commune, soit une zone de liberté LGBTQIA+ ?

Il est plus important que jamais d’affirmer clairement que chacun - indépendamment de son orientation sexuelle, son mode de vie ou son identité de genre - peut se sentir en sécurité dans notre commune. Tout le monde est le.la bienvenu.e et nous avons tou.te.s notre mot à dire.

Que fait la commune pour les jeunes ?

Qu'il s'agisse de sport, de musique ou d'art, la commune de Steinfort compte de nombreux clubs actifs, dans lesquels un énorme travail de jeunesse est réalisé avec de nombreux.ses bénévoles. De plus, on y retrouve une école de musique très active, une maison des jeunes dynamique, le sentier didactique Mirador avec de nombreuses activités ludiques et un conseil communal des enfants.

En plus des transports en commun, le Nightrider, le Late Night Bus et le Ruffbus opèrent également dans notre commune.

Nous avons un partenariat avec Youth & Work et Zarabina, des partenaires importants en matière de recherche d'emploi. Tout le monde peut accéder gratuitement à ces services.

Notre commune fait déjà beaucoup, mais bien sûr nous pouvons encore faire mieux. J'attends cependant aussi des jeunes qu'ils.elles créent leur propre espace. Nous avons organisé des ateliers avec Leader Lëtzebuerg West pour sensibiliser les jeunes à participer en tant que citoyen.ne.s dans leur commune. Il faut encore aller plus loin. Ils.elles sont notre avenir. C’est à eux.elles de se mélanger et s’échanger. Cela comprend également le développement des compétences nécessaires à une démocratie dynamique : apprendre à argumenter, maîtriser les conflits, faire des compromis, développer des idées et vivre selon celles-ci.

Comment l'offre culturelle de notre commune évoluera-t-elle dans les 10 prochaines années ?

Je suis extrêmement optimiste, nous avons déjà une très belle panoplie d'événements que notre commune organise avec beaucoup de succès avec ses services depuis des années : Owes- & Ëmweltmaart, marché de Noël, Summer um Weier, théâtre, concerts. Le Dag bei der Baach et le Vintage Cars & Bikes Steinfort sont également deux rendez-vous incontournables du calendrier. Avec notre commission des affaires culturelles, nos clubs, mais aussi notre partenaire de longue date Aktikulti ASBL et notre nouvelle ASBL Kultur Stengefort, nous pouvons favoriser une coexistence démocratique et solidaire sur le plan culturel.

Avec le Festival Summerdream l'année passée, toute l'équipe a créé en peu de temps un grand événement pour petits et grands. De cette manière, la commune de Steinfort s’est donnée un label culturel supplémentaire et a permis au public passionné une occasion complémentaire de découvrir l'art sous toutes ses formes.

Nous travaillons toujours sur un concept pour la galerie de la Villa Collart. Et aussi l'échange régional avec les communes voisines, également au-delà de la frontière, devrait être élargi.

Où vous voyez-vous dans 10 ans ?

Ouf, c'est long. Mon souhait actuel est de pouvoir continuer à développer mes idées pour Steinfort encore durant quelques années. Mais aussi de partager du temps pour mon partenaire et - si ma santé le permet - voyager, passer du temps avec ma famille et mes ami.e.s, enfin suivre un cours de photographie et prendre la vie comme elle vient.

Kevin Feiereisen, personality of Steinfort

Perhaps you have already met Kevin with his dog, t'Rose, walking in our village or in the forest? Perhaps you have also wondered why he lets his dog run free with a bell? Kevin has been blind since 2018 and t'Rose is his guide dog, specially trained for the blind, who has been living with him and his wife, Mandy, since last year.

At the age of 13, Kevin was diagnosed with a brain tumour behind his left eye. For years he could only see out of his right eye, and perfectly. He was even an excellent driver! As the tumour grew, the risk that it would also press on the right eye increased. In 2018, the decision was made to operate. Unfortunately, the optic nerve was damaged during this operation, which cost her her healthy eye.

When the fatal news was delivered, something inside him broke and Kevin had to take his time to recover from the shock. At first, of course, he had a lot of questions about how his life would continue. With the support of Mandy, with whom he has been in a relationship since 2017, and his entire family, he began to accept his new situation. When he left hospital, his first wish was to go and eat chips, which Mandy of course granted! However, he also needed help from a professional.

Kevin turned to Tom Erdel from the Centre for the Development of Vision Skills (CDV) in Bertrange for advice. Tom, who is also blind, helped him a lot by explaining and "showing" him everything he needed. In order for his family and friends to stop worrying about him, it was important for him to show them that he was comfortable with his new life. This attitude also helped him to see everything positively.

Kevin manages his daily life like everyone else. Thanks to the latest technology, writing emails and reading Whatsapp messages is no longer a problem! The latest smartphones have many applications designed to make life easier for visually impaired people. They can read everything out loud, for example the free Seeing AI application, which can also distinguish faces, colours, etc. Surfing the internet is not a challenge for Kevin either. More and more websites can be accessed digitally: thanks to pre-programmed "Tabs", a special application for mobile phones or computers reads out the various information on the website in question. Unfortunately, the website of the municipality of Steinfort is not yet compliant, but this will be implemented in the near future.

Everything, whether at work or at home, has its fixed place at Kevin's house and if anything has been moved, Mandy is definitely to blame ;-) In the beginning, many glasses did not survive for long...

The black spot in Kevin's daily life turns out to be the specialised transport service Adapto. He never knows exactly when and where the bus will pick him up and when and where he will be dropped off. The bus system is essential for getting to work, however. Using public transport to Münsbach, where he works for the Ministry of Education, Children and Youth, is not a solution. In addition, Adapto bus staff are often not adequately trained to deal with people with special needs.

In addition to Kevin's passion for walking through our community, he also practices judo with a group of visually impaired people. Before he started this sport, he felt that a blind person could not do any sport. However, reality has proved him wrong and Kevin will resume his favourite sport as soon as his injured knee heals.

Because Kevin lost his sight as an adult, he has stored many images in his brain. Thus, he "sees" something if he is told in advance that a certain object is in a certain place. At the beginning of his blindness, Kevin did not have dreams, as he did not have new impressions. Now Kevin dreams normally with images from his past. Confusing for him is that in his dreams he is blind himself. Because he has the images stored in his head, he can also imagine Mandy or his mother very well, even if they have changed in the meantime. On the other hand, he finds it difficult to imagine new things (e.g. the new sports centre that is being built in place of the Roudemer centre) or new people, such as his sisters' daughters.

Since October 2022, t'Rose, the guide dog, has been living with the couple and sharing her eyes with Kevin. Once t'Rose has her harness, Kevin does not need to use his walking stick, giving him an extra sense of freedom. In effect, t'Rose guides Kevin around obstacles that he no longer has to detect himself with his cane. Kevin has become more mobile and no longer hesitates to go into our shops alone. In addition, the dog is a moral support for him. Another positive aspect is that when Kevin walks with t'Rose in Steinfort, many more people greet them both. The awareness of Kevin has changed, the inhabitants of our community are finally taking notice of him and are even taking the time to chat with him.

For Kevin, it is important that he is treated in a normal way by everyone, and especially that he is addressed directly when you want to talk to him and not to the person who is accompanying him! Do not hesitate to greet him from a distance if you meet him. Indeed, as Kevin does not see you, he wonders why t'Rose is pulling him in a certain direction (towards you). What he likes less is when you touch him or t'Rose without asking him in advance. You certainly don't like it when someone you haven't seen touches you either, do you? Would you like to caress t'Rose? Then don't hesitate and ask Kevin directly. He will be happy to explain to you when you are allowed to do so and when you are not.

If you meet them both (or three): make your presence felt by greeting them from afar! Kevin is already looking forward to saying hello!

Stengeforter Musek, your club for life !

Flute, oboe, bassoon, saxophone, clarinet, trumpet, trombone, horn, euphonium, bass tuba, drums, bass drum, cymbal, triangle, xylophone, keyboard .... Do you know all the instruments played by the musicians of the Stengeforeter Musek?

The music club from Steinfort does exist since 1910. It counts more than 50 members, including 40 musicians who, under the leadership of Laurent Bauvin, a trumpet player well known in the music world (https://www.facebook.com/ lamibetromba), play and perform regularly. You have probably already seen and heard them play at one of their many appearances in our municipality, e.g. at their gala concert, on the eve of the national day, at the fairground, at the Memorial Day or at the Christmas market. They are also regularly invited to concerts by other music societies in Luxembourg and abroad.

There is no age limit to become a member of the Stengeforter Musek. The youngest musicians, Julie and Mathys, are respectively 10 and 9 years old, and the oldest one, the honorary president Aloyse, is 89! The Stengeforter Musek provides these musicians with instruments free of charge, all within the framework of the instruments played in a harmony orchestra. Multiculturalism, inclusion and integration are not an issue for them: these values are lived daily, everyone is welcome!

We asked some questions to the secretary, Roland Linster, who was delighted to answer them, together with his team.

What are the challenges of a music club nowadays, when there are so many alternatives to playing music and fewer young people interested in a classical instrument? How do you master them?

The French politician Jean Jaurès (1859 - 1914) said significantly: "Tradition is not the worship of ashes, but the preservation of fire". This should also be done in the field of music. Young people must be encouraged to get involved in the association and thus ensure its continuity. We don't teach very classical instruments like the violin, viola, cello, harp, etc. Instead we try to introduce the children to the modern instruments of an harmony orchestra, let them play in the big band as much as possible and integrate them into the club so that they can take over the handling of the club later on.

How has your music programme evolved over the past decades? What are the challenges in attracting a wider and more diverse audience? How do you deal with the multilingualism of the musicians and the audience?

The musical programme depends very much on the composition and the conductor. Actually, we are very lucky to have an amazing composition and a great conductor who is open to everything, from classical to modern, from jazz to rock to pop. The repertoire of music has generally changed a lot, the pieces are now better arranged and much more attractive. When I think of those "openings" of my youth...

Nowadays, the audience expects a varied and enjoyable concert. Every year we try to find a new topic, which appeals to a wide audience. Last year, for example, we remembered the liberation after the Second World War; this year, we will take a trip through the world of cartoons.

There is an old saying that music is a language understood throughout the world. And that's right! Although you may not understand the speaker's introduction, you will surely understand the music that follows!

The multilingualism of our musicians is not a problem either; our rehearsals are conducted in French. And if you are not comfortable with French, well, we will always find another way to exchange!

Any funny anecdotes that might interest our readers?

In 1988 the Stengeforter Musek was invited by the Czech folk group Chorea Bohemica to Prague. Because of the political situation at that time and the restrictions on the right of assembly, our musicians had to play standing up on Wenceslas Square, without chairs. They were also not allowed to fly their flag because of the year 1968 on our flag, which the politicians associated with the Prague Spring...

What plans does the Stengeforter Musek have for the future?

We are planning to organise a music camp for youngsters, possibly in collaboration with other music societies. I remember the BOBS Band, where musicians from Bonnevoie, Bettembourg, Osweiler and Steinfort organised a training together, which was a huge success at that time.

Is there an opportunity to support your association without being a musician? (e.g. attending concerts J, helping at events...)

The German publicist Johannes Gross (1932 - 1999) said: "Applause is the bread of the artist". If people come to our concerts and events, it already helps us a lot. For sure, we are also always looking for people who would like to join the board of directors or help out at our events, whether it's setting up or dismantling, whether it's at the grill or behind the counter. A person with some knowledge of sound and lighting technology would also be welcome to help with lights, microphones, etc. at our gala concert and our summer concert at the An de Keeseminnen cultural centre. A passionate photographer with some experience in image editing would also be welcome to document our club life and make it better visible to the outside world. And let's not forget financial support, as we sometimes have difficulty making ends meet; any financial help is welcome. By the way, donations, through the UGDA, can be deducted from your taxes.
